How these tiers were decided
Editorial PvE recommendations informed by reported kits and bonuses, not developer rankings or measured DPS tests. We divide the lower grimoire band into B/C/D for clearer upgrade guidance. Water is provisional. Empty tiers are intentional.
Passives are compared by the bonuses they support, while Grimoire recommendations also consider control, kit coverage and progression cost. We have not run a controlled damage benchmark. Keep a setup that clears your current quests; chasing a perfect roll too early can slow you down.
Rankings are editorial and may change after beta balance updates. A guide’s tier letter is a recommendation, not an official game attribute.
